I am looking for someone who I can have on call to create banners QUICKLY for me.

These banners are mostly going to be for mobile ads and the style of these ads should be UGLY. I am not looking for beautiful banners here. I am looking for designers who can make eye catching banners that stand out and get people to click on them with things like borders, red and blue text, and a little bit of animation.
The person must be able to have a quick turn around time (this should not be difficult because the banners will be very basic, and do not require advanced design skills). The banners should not really take more than 5-10 minutes to create.
Designer should be very good at following instructions and at the same time creative with their work.
Designer should be available on Skype and be able to get me the banners I need quickly.
