I need a quickly prepared technical paper supported by WEB sites as reference refuting the accretions and rules in an Email and Guidance document. I need this completed as soon as possible].
1) Length is not important but, it must be a strong reasonable alternative to rules under consideration;
2) Supporting references can be any in the English speaking world but must include, at least, several "best practices" WEB Sites refuting these proposals;
3) The content of these Emails being challenged convey instructions on highly technical subjects related to work on very dangerous subjects; I will supply them to the selected contractor;
